2. Current situation

There is a coordinated role between the government and the private sector in matters related to tourist destination sites and tourist heritage protection, tourist safety, numerical and qualitative growth of service facilities, and tourist infrastructure development. However, the expected effectiveness has not been seen in the coordination between the policy issues such as the allocation and use of resources and the infrastructures such as roads, drinking water, electricity and communication. The role, value, recognition and ownership of the local community and citizens in tourism infrastructure development, operation and distribution of benefits have not been properly addressed, so the infrastructure built and developed with government investment has not been used in a sustainable manner. The confusion regarding the development of infrastructure if there is a sufficient amount of tourists or the increase in the number of tourists if the infrastructure is developed remains the same. Due to the fact that the expected coordination between tourists, local communities and citizens has not been established in tourist places, conflicts are sometimes seen. It is necessary to focus on the reconstruction and expansion of structures related to tourism development that were damaged during the conflict.
